Perhaps this is due to the fact that low-frequency drivers are larger and heavier, having greater inertia than their high-frequency counterparts. Therefore, when you hit them with a signal, it takes slightly longer for them to respond to it. Once they respond, however, the sound they create travels at the same speed as it would for a higher-frequency driver.
