Given your budget restrictions, I would take a look at the dbx ProVocal. It's an all-in-one mic pre-amp with compression, de-essing, effects, etc. It's a digital processor, and can be had for under $300 new. It loaded with a lot of goodies like mic modeling. Probably more then you need, but the price is right.
Rane also has the VP-12, which is similar feature wise to the dbx, but costs more $500-$600:

Given a real budget for an all in one comp/de-esser, I would probably get a BSS DPR-402 which is over $1000. There is a lesser expensive BSS unit, the DPR-422 for around $800. But for a tight budget, the dbx (link below) would probably be your best bet. I wouldn't try to find a less expensive device if you want decent quality.
